Com: C P Balan Vaidyar

Dear friends,
Com: C P Balan Vaidyar(72), ex-MLA and CPM Control Commission Chairman, passed away on 27th September 2008 at 2.50 a.m. He was a very dedicated politician started his career as P S P activist and later joined in Communist party in 1958. From 1970 onwards he was the district committee member of CPIM. He leaded a number of organizations. He was the Joint secretary of Kerala State Karshaka Sangham, Director of District Co-operative Hospital, Director of the Kozhikode District Co-operative Bank,President of the forth coming District Co-operative Homeo Medical College etc. He represented Kunnamangalam Constituency thrice consecutively.

He was the President of CWRDM Staff Federation from 8th February 1998 onwards. He succeeded Com: T P Dasan(He is one of the best comrades I have met in my life), who was the First President of CWRDM Staff Federation and due to false allegations he was expelled from the party for some time and consequently Com: C P Balan Vaidyar became the President of CWRDM SF. Even before becoming Staff Federation President , Com: C P Balan Vaidyar was very much involved in the activities of CWRDM. By his constant struggle some of the evictiees of the land acquired for CWRDM has got appointment in CWRDM. He was also in the forefront of the CWRDM Staff, when the Authorities started vindictive actions against the office bearers of CWRDM Employees' association in June 1987. He is survived by sons Subhaj(VKC Industries) and Adv. Swaraj.
I express my heart felt condolences to the bereaved family.

CWRDM Qtrs Life

Dear friends,
We started our CWRDM quarters life in December 25th, 1983 and when I got a type I quarter there was no current and water supply. My colleague Shri P K Kunhikannan took active part in getting electricity and water and only after getting these facilities I brought my family to the quarters. While we were in CWRDM Quarters, Shri Kunhikannan's and Shri Krishna Rao's family were just in front of our Quarters. Mr Moideen and family was another neighbour in front of us. They were living in Type II quarters and our left and right side neighbors were Smt Jameela and smt Nalini. Behind us was Shri Nanu Asan and family .Later I got a Type II Quarters and shifted to the new quarters. Then I brought my father from our family house in Kovoor. In the Type II Quarters life our neighbor families were Shri A Alphonse and Shri G Narayana Pilla and in front of us were Shri A Kabeer and Shri Sreedharan and when Sreedhran was transferred to Kannur Sub-cente this quarter was occupied by Shri K Ramash Kumar and family. Near to Shri Alphonse Shri M S Suresh and family was residing. Shri Alphonse and Shri Suresh were Law Graduates. Shri Alphonse got the LL B degree by studying in the evening course at Calicut Got. Law College while he was working in CWRDM. Next to Shri Suresh and family Smt Rema Bhai and family was residing. She had a daughter studying for BHMS. Smt Rema Bhai & family and Shri K Ramesh Kumar & family are now in CWRDM Type IV quarters.

Later my wife purchased a small piece of land near by CWRDM Quarters and I built a house by utilizing my family share, PF loan and housing loan and shifted from CWRD Quarters in June 1, 1988.

Shri Kunhikannan got transfer to his native place and shifted to KPR Nagar, Mattanoor. He had two sons and they are also well placed. Shri Kunhikannan retired from CWRDM service

Shri Krishna Rao also purchased a house near Kunnamangalam town and shifted to this house. Shri G Krishna Rao joined in CWRDM on 5th October 1979 as Stenographer and he is one of the successful man in his life I met. He retired from CWRDM on 30 Sept 2008. His son is a Computer Engineer and his S/L is also a computer engineer. His daughter is well educated(MA Hindi). Both of his children studied in Malayalam Medium School and they made their imprints in their study and career. His wife is leading a firm in Kunnamangalam and so, he can join with her and can flourish further. Hence his retirement life will not be weary. During his tenure in CWRDM, he got assignment in a foreign company and he took leave from CWRDM and worked more than 2 years in the foreign Company. He used to write letters to me during that period and after coming back he and his family used to maintain warm friendship with me as well as my family.

Shri Alphonse got Sales Tax inspectors job and left CWRDM. He retired from Govt. service as Sales Tax Commissioner. They have settled in Pothikkal, Eruthenpathy, Palakkad. He had a son managing a software firm in Banglore and a married daughter

Shri G Narayana Pilla also purchased a piece of land in Mayanad and shifted to the newly constructed house. His wife Smt Sleela is employed in Goverment Seceteriat , Thiruvananthapuram. They were very helpful to us as well as all inmates of CWRDM Quarters. They had one married daughter(Engineer, BSNL) and a sun studying for MBBS. Shri G Narayana Pilla retired from CWRDM. He is a very energetic and enthusiastic person and still engaged in a Supervisory post in a private firm.

SEZ

Dear friends,
India recognized the effectiveness of Export Processing Zone(EPZ) for promoting expertise in 1965 with a view to overcome the shortcomings experienced on account of control on clearances, absence of world class infrastructure, and an unstable fiscal regime with a view to attract larger foreign investments in India, the Special Economic Zones(SEZ's) policy was announced in August 2000. This policy intended to make SEZ's an engine for economic growth supported by quality infrastructure complemented by attractive fiscal package, both at the center and the state level, with a minimum possible regulation. SEZ's in India functioned from 1-11-2000 to 9-2-2006 under the provisions of Foreign Trade Policy and fiscal incentives were made effective through the provisions of relevant statutes. Special Economic Zone Act 2005 passed by Indian Parliament in May 2005 and Indian Presidents assent was given on 23rd June 2005. After consultations it came in to effect on 10th February 2006.

The main objectives of SEZ Act are
1. Generation of additional economic activity
2. Promotion of export of goods and service
3. Promotion of investment from domestic and foreign sources
4. Increase the quantum of employment opportunities
5. Development of infrastructure facilities

Approval from single window, Board of Approval(BoA) contains 19 member inter-ministerial SEZ Board. Chair man of the board is Secretary, Department of Commerce, Govt of India. Decisions of BoA are with consensus. Up to August 2008, in the following states Special Economic Zones created and started functioning

Andra Prdesh(56 nos), Gujarat(22 nos), Hariyana(20 nos), Karnatka(23 nos), Kerala(8 nos - 4 in Ernakulam dist, 3 in Thiruvananthapuram dist and one in Kozhikode dist), Maharastra(35 nos), Tamil Nadu(42 nos), Utter Pradesh(12 nos), West Bengal(8 nos) etc.

It is very clear that ZES is already started functioning and our neighbor states had made a good leap in this, still our ruling LDF partners wants to make the SEZ more stringent and wants enactments. This is like applying fertilizers on the fruit. If we alone make the SEZ Rules stringent what will be its outcome, will it attract entrepreneurs to our state?. SEZ Act was passed by the Parliament in 2005. If the LDF was against it, why they didn't pressurize the UPA to make it beneficial to the people as they claims now or if it was not possible why they didn't withdraw the support to the UPA Got at that time itself. I feel that the present decision will only cripple the progress of our state compared to our neighbor states.

Hope that our politicians will act wisely and lead our state to progress.

M C Sharma

Dear friends,

Shri Mohan Chand Sharma(41), Inspector and an ace shooter of Delhi police's Elite Anti-terror Squad Special Cell , was killed and his colleague was injured in a fierce encounter with militants at L-18 flat in Jamia Nagar. Still some people are interested in making it as a fake shoot out.

For the lives of innocent people and security personals who dies by the willful activities of militants have no value. But when police act against these type of bloodmongers, the so called human rights activists will protest against police actions and colludes with channels and medias in support of these militants on the ground that they are innocent until proved by the law other wise. This is a strange law needs amendment. All parties should unite for making a law which will protect the innocent people from the attacks of cruel minded people, whoever it may. It is the duty of the state to protect the lives of the people and if something happens contrary to it, then the entire members of the Parliament and members of the Assembly belonging to that state should be made accountable for not making proper laws and actions for the protection of the lives of the people.

'The New Indian Express' reported that Shri MC Sharma was instrumental in the killing of 35 terrorists and at least 40 interstate gangsters, and the arrest of another 80 militants. He had also arrested another 129 gangsters. He received seven gallantry medals, including a president's medal. He served Delhi police for 19 years before succumbing to bullet injuries he suffered in a fierce gun fight with five heavily armed terrorists at a house in south Delhi. Even when his son was admitted in Hospital, still he fought bravely for the elimination militants and criminals. I pay my heartfelt homage to the brave and dedicated police officer.

6th CPC & CSIR

Dear friends,
Central Govt have implemented the 6th pay commission recommendations without curtailing any benefits recommended by it but providing more benefits to the employees.

On the first sight itself I was very much aggrieved by the recommendations of the 6th CPC. This commission maintained an untouchable attitude towards the lower class employees. The very glaring manifestation of this attitude can be seen from the difference in pay scales proposed to the last grade employees and the top level officers.The two scales of pay provided for one and the same old pay scale of Rs 8000-13500 is the other example of this attitude i.e; Rs8700-34800 and Rs15600-39100 is recommended for the one and the same pay scale of Rs8000-13500.I don't know what justification is given to this by the 6th CPC for providing such a huge disparity scale. I have commented on this on the first sight of the 6th CPC recommentation was launched. CSIR has implemented this more drastically. For more details click here.

I am happy to note that the Central Govt. has changed the multiplication factor for calculating new pay scale from 1.74, proposed by 6th CPC, to 1.86 and the annual increment rate is also increased from 2.5% to 3.0% and for high performers the annual increment rate raised from 3.5% to 4%

Actually the main benefit of the pay revision lies on the increase of HRA and TA(which is linked with DA) and due to the time lag in implementation of 6th CPC, the employees has suffered a heavy loss. In fact, it should be obtained from 2006 January onwards but now it is available from September,2008 only. This injustice has to be reconciled along with the hierarchical untouchability manifested through the two pay scales proposed for one and the same old pay scale of Rs8000-13500. I hope that central government employees will pursue to eliminate the anomalies crept in the 6th pay revision which is obtained after waiting about 12 years. In fact this should be the 7th CPC, if Pay commissions were appointed every 10 years interval!

Olympic 2008

Dear friends,
Beijing Olympic is over giving a sigh of relief to us through the gold of Abhinav Bindra and the bronze medals of Sushil kumar and Vijender kumar placing India on the 50th position. The whole world is now waiting for London Olympic in 2012 by that time I will be retired from service.

One thing I want to stress here is that, the amazing victory of China with a total of 100 medals, having 51 gold 21 silver and 28 bronze taking the rein from erstwhile supremo US, even though the total medals are higher(110),the number of gold is reduced to 36 only. China has shown the whole world that they are super power and America is nothing in front of them. Our comrades still considers US as a gigantic figure in the world.China have collaborated with US for their development without considering the ideological differences. They have made ties with US for the generation of Nuclear power and opened the doors for retail giants, like Walmart, to their country. They are very much keen to utilize the the benefits of Globalisation,a reality, instead of wasting their time and energy for conducting propaganda against it, as done by our comrades. I think our comrades are not interested in the genuine prosperity of the country, instead they want the people to shout and waste their energy for the 'development' of the countrymen. I don't feel that it will develop the country, people or the party .It seems to me that this will only create chaos in the party. Even in the mid of power cuts they are not concerned about the production of environment friendly sources of energy. Today's concept is that if I am doing, it is correct, and if you are doing the same thing, it is wrong; the merit is decided by who has done it. Now it has reached the zenith, "I am the only right."

The only stray of hope is with the Bengal fraction. About four decades of continues rule has teached them some important lessons but the others are not ready to accept it due to their iron ideologies. Let us hope that good will override the bad.

Let us work for the prosperity of the Nation without giving undue importance to party politics!
